DSWD Sec. Taquiwalo Nagsalita na hinggil sa pang-blackmail sa mga beneficiaries ng 4Ps

Ayon kay Sec. Judy Taguiwalo, "kahit kailan hindi namin pipilitin o gagamitin pang-blackmail sa mga benepisyaryo ang 4Ps o kahit alin pa man sa mga DSWD promotive program para pilitin silang dumalo o magboycott sa anumang pampulitikang aktibidad."

Department of Social Welfare and Development (DSWD) Secretary Judy M. Taguiwalo took issue with a story in the Philippine Daily Inquirer (PDI) which came out today, Sunday, February 26. In a report titled “Tens of thousands of Duterte supporters gather in Rizal Park”, it was stated that there were those who attended the rally were “forced” to attend because “their attendance was a prerequisite to the government’s Pantawid Pamilyang Pilipino program.”
“If the implication is that the DSWD forced the beneficiaries of the 4Ps program to attend the rally in support of Pres. Rodrigo Duterte yesterday, we categorically deny it. Under my watch and upon the express instructions of the president himself, the programs of the DSWD will never be used to campaign for or against any political agenda. Our beneficiaries are free to choose their political leanings with no danger to their benefits from any of the DSWD’s programs. We will never blackmail the beneficiaries of 4Ps or any other DSWD promotive program and force them to attend or boycott any political activity,” she said.
Sec. Taguiwalo said, however, if there have been DSWD officials or staff who told beneficiaries that their 4Ps benefits will be withheld if they do not attend a pro-Duterte activity, they will be investigated.
“We will not tolerate this kind of behavior. Government services should never be utilized to benefit a political agenda; they should be used only to help the poor and assist them in their time of need. If you need to force people, buy their loyalty or force them to give support for any agenda, then that same agenda is not really deserving of public support,” she said.

"I recently read a letter to the late Cardinal Sin by Archbishop Soc Villegas and I was so disturbed by the rant that I decided to take out my pen from retirement and practice once again the only talent that I have, writing.
On the evening of February 25, 1986, I was playing in dreamland when my father interrupted my slumber and told me to get dressed because we have to go downtown.
While we were hudled in the car, he told us, "Timan-i ninyo ning gabhiona ni. Ayaw ninyo kalimti."
I have a memory of myself standing on the stairs of the San Pedro church bell tower, listening to the incessant ringing of the bells. I did not understand what was happening, but I surmised that it must be something very important because my father had to get me out of bed to watch cheering and partying adults on the streets.

Fast forward to 2017 and I would now say that the celebration of the 1986 EDSA revolution is important but only to commemorate what we did for our country on a certain period in our history.
I find it hard to understand why this bloodless revolution has become the standard definition of freedom for our country and this standard is forced down our throats by a certain group of individuals who think they are better than everyone else. These are the elite and their friends, including Archbishop Villegas.
Oh, dear Archbishop. How dare you say that my father has singlehandedly defaced the memory of the EDSA revolution.
Since 1986 and until seven months ago, I remember that our nation has been hounded by corruption, crime, a territorial war of gangs and drug lords, extrajudicial killings, narco-politics, terrorism, protracted rebellion, abuse of power in government, political bickering and the entry of foreign mafias.
It surely did not start when President Duterte took office.
He won the Presidency precisely because you ignored what was wrong with this world. All you desired was to put into power a leader who walks and talks like you -- someone who is definitely not Rodrigo Duterte.
When your friend failed as a President, I cannot remember you calling it the rape of EDSA. You just swept it under your glitzy rugs and you moved on, back to business -- back to acting as if you can save us all from hell.
Your group is sadly a bunch of delusional hypocrites. While all of you were up there riding high on your horses, you failed to notice that many of us down here empathize with what Rodrigo Duterte is saying because it is the hard truth. It is truly without the air of hypocrisy that we smell from your kind. 
How dare you call us pimps of the EDSA spirit and yet it is you who cannot accept what has happened to our country since 1986.
How dare you say that we are trying to prostitute the meaning of EDSA.
My father perfectly understood what the spirit of EDSA is, otherwise, he would not have told me to never forget that night of 31 years ago. And I now believe that he understands it better than you do.
You preach about freedom as if you invented it as if it is your gift to us. Let me tell you what freedom is. It is to live a life that is free from your selective moral standard. This is what the meaning of EDSA is.
Unfortunately for you Archbishop Villegas, this is not a biased commentary on your letter to the dead because I am not a fan of President Duterte.
But you are truly, madly, deeply worse than a hundred President Dutertes".

Huge Monster-Like Globster Found Along the Shore of Cagdianao, Dinagat Islands

A certain Facebook user Marjorie Cabatingan Aboy posted some pictures of strange sea monster-like creature found along the shore of Cagdianan, Dinagat Islands. 

They found out that it is called 'Globster' or Whale Shark remains.

According to Wikipedia: "Globsters or blob is an unidentified organic mass that washes up on the shoreline of an ocean or other bodies of water. The term was coined by Ivan T. Sanderson in 1962 to describe the Tasmanian carcass of 1960, which was said to have "no visible eyes, no defined head, and no apparent bone structure."

Matatandaan na may natagpuan din sa tabing dagat ang mga nakatira sa may dalampasigan sa Aparri, Cagayan last January 2014. Halos kasing laki rin nito ang nakita ng mga residente doon.

New Look of 1939 Quezon Bridge! Salute to DPWH Sec. Mark Villar

DPWH Secretary Mark Villar shared on his Facebook post the new look of 1939 Quezon bridge. According to his post that it just completed the retrofitting of the the bridge and it is now open to the public.

"Following months of construction, we have improved the structural integrity of Quezon Bridge by replacing damaged structural components of the bridge built in 1939 along the Quezon Boulevard Extension. We are currently retrofitting national roads and bridges throughout the country, including Ayala Bridge, San Juan Bridge, Mac Arthur Bridge, Marcos Bridge, Magallañes Interchange and Osmeña flyover."

Speaker Alvarez Yes to Bridges in the Air Philippine Food Skyway Project!

Bridges in the air
House Speaker Pantaleon Alvarez has endorsed the Philippine Food Skyway Project, a longtime dream I have nurtured, which involves the use of an Air Force C-130 Cargo Transport plane to move perishable and high-value products to and from the different islands of the country.
In a meeting which Speaker Alvarez called in Congress yesterday attended by the Secretary of the Department of Agriculture, the Secretary of the Department of Agrarian Reform Rafael Mariano, National Irrigation Administrator Peter Laviña, the Undersecretary of the National Economic Development Authority (NEDA), Congressman Arthur Yap of Bohol and other agencies involved in food production, the issue of the very high cost of transport of fruits and other high value products was discussed.
Speaker Alvarez then proposed the use of Air Force C-130 Cargo Planes to bring Mindanao's fruits to Metro Manila, Baguio's vegetables to the Visayas and Mindanao, and the fish from Zamboanga, Basilan, Tawitawi and Sulu to Cebu and Manila.

That was when I told Speaker Alvarez that his proposal was what I have long been suggesting to the national government - a concept of moving goods from one island to another in the country using cargo planes which I called the Philippine Food Skyway.
In fact, in a post I made on Nov. 3, 2014, I wrote about how I tried to convince President Benigno Aquino III to consider the Philippine Food Skyway concept.
Here are excerpts from that post:
"In the summer of 2010, in the midst of the political campaign, I was in a helicopter with then presidential candidate Benigno S. Aquino III which flew us from the town of Midsayap in North Cotabato to the capital city of Kidapawan.
"During the short 15-minute air travel, I was able to point out to presidential candidate Noynoy the vast Liguasan Marsh, located in the tri-boundaries of the provinces of Maguindanao, Sultan Kudarat and North Cotabato and reportedly one of the biggest marshlands in Southeast Asia with an estimated area of about 200,000 hectares.
"A little distance from the marsh is the plankton-rich 10,000-hectare Buluan Lake where fish pen operators raise bangus and tilapia and where freshwater carp thrive without being fed because the water is almost green with natural fish food.
"Roe-filled mudfish almost as large as a man’s limbs and catfish whose belly is pinkish because of the nutritious natural feed they take abound. Blackhead eels are caught during the season when the marshland reeds flower.
"Tens of tons of freshwater fish are harvested from these areas almost every day and much more could be harvested if only the local market could absorb the daily catch.
"In fact, the freshwater carp, locally known as “tarok,” is peddled by women and children, especially along the highway in the Maguindanao town of Buluan. In the afternoon, those that are not bought by passing motorists are simply thrown away.
"The only problem is it costs a lot to bring a kilo of freshwater fish or even fresh fruits like rambutan and mangosteen to the markets of the big cities.
"It was there where I proposed to him that government, through the agriculture department, should consider a concept which I called the “Philippine Food Skyway” which would basically involve the construction of feeder airports in the key production areas of the country.
"Along with the airports, the government through the agriculture department should acquire cargo planes which will be operated and managed by the Philippine Air Force under a special program, which would make a round of all of the feeder airports and load perishable products to be brought to areas where they are needed.

"While I have not been to most of the islands in Sulu, I would hazard a guess that most of the fishermen in the area catch more fish that what their family could consume or what the local market could absorb.
"They could catch more but why would they when nobody is going to buy them?
"But what if three times a week, a large government cargo plane lands in the feeder airport near their fishing grounds and load the fish to be brought to Metro Manila or even Baguio City?
"The effect of this ambitious program would be tremendous.
"First, it will provide farmers in the countryside with more income to raise their children and send them to school thus reducing the problem of rural poverty and insurgency.
"Second, it will provide people in the big cities with fresh food products at a lower cost thus enabling them to stretch their monthly wages to address their family’s other needs.
"And third, if there are economic activity and income opportunity in the countryside, rural people who flock to the big cities in search of jobs may just decide to pack up and go back home where the air is clean and the water pure and where there is an opportunity to make more money."
Yesterday, Speaker Alvarez said the Dept. of Agriculture does not have to buy the cargo planes as the Philippine Air Force could be directed by President Rody Duterte to undertake the transporting of the products.
He said he will endorse to President Duterte the immediate implementation of the program, especially since the season of fruits in the Southern Philippines will start in August of this year.
With this development, the people of Baguio City will soon have an abundant supply of fresh fruits from Davao and fish and crabs from the Island Provinces.
The people of the South soon will also have plenty of the Cordillera's fresh vegetables and strawberries.

LOOK! 54 'Rouge" Police Officers Reassigned in Basilan First Boodle Fight

A netizen posted boodle fight of the 54 'rogue' cops who ordered by President Duterte be reassigned in Basilan, prepared by the Basilan PNP Provincial Headquarters.

Only 54 out of 300 'rogue' police officers ordered by President Duterte to reassigned in Isabela. They arrived Tuesday, February 21, in Basilan province via Zamboanga City from the Villamor Air Base in Pasay City. 

The policemen were ferried by a military truck to the Majini pier of the Naval Forces Western Mindanao where they boarded a vessel that transported them to Basilan province via Isabela City.

Upon arrival, they were required to undergo a medical examination and were given cultural sensitivity orientation in preparation for deployment to the different areas under the Basilan Police Provincial Office.

Department of Agriculture Starts Food Production, Anti-Poverty Task in Lanao Sur

The 'revolution' begins

The task of transforming Lanao del Sur, the country's poorest province with a poverty incidence of 74.3%, into a major food production area has started.

Yesterday, the Special Areas for Agriculture Development (SAAD) was officially launched with the first consultation forum with local leaders and stakeholders in the Mindanao State University (MSU) compound in Marawi City.

A group of young Muslim and Christian professionals who compose the core group of the SAAD team met with about three of the 15 mayors of the province to lay out the development map of Lanao del Sur based on the needs and desires of the people.

The SAAD program, which I started when I was Governor of North Cotabato from 1998 to 2007, focuses on identifying the potentials and strengths of a group of communities and involving the people in developing these assets to address massive poverty.

It mainly concentrates on livelihood programs using the bounties of the communities.

The SAAD program was largely successful in North Cotabato as it was able to contribute to the reduction of the poverty incidence from 52.6% in 1998 to only 29% when I left office in 2007.

Abandoned by the succeeding leadership, poverty incidence in North Cotabato has once again surged to over 40% in recent years.

For Lanao del Sur, the SAAD program hopes to capitalize on the natural wealth of the province, including fertile agricultural lands, rich fishing grounds in at least six towns facing the Moro Gulf, the 35,000-hectare Lake Lanao which supplies the water running the Agus Hydro Electric Power System and at least four other waterfalls which the communities could develop to generate power which could earn tremendous revenues for the local government units.

Ground Zero for the SAAD program is the town of Butig, the symbolic capital of Maranaw civilization which is also being claimed by the extremist groups like Maute, Abu Sayyaf and ISIS as the capital of the Islamic Caliphate in the Southern Philippines.

With an initial seed fund of P64-million for 2017, the Department of Agriculture and Fisheries (DAF) will undertake a closely supervised program to develop agriculture and fisheries in Lanao del Sur.

For Lake Lanao, for example, I have asked the Fisheries Undersecretary Eduardo Gongona to prepare a plan to seed the lake with millions of Tilapia and possibly Bangus fingerlings and distribute fishing boats to poor families living around the lake.

I have always believed that the first step in addressing poverty is to make sure that food is available to the people.

For the wide rice fields and corn fields in the province, the SAAD program will provide tractors, planters, harvesters and post-harvest facilities.

Corporate partners like Kapatid Go Negosyo have already expressed willingness to participate in the program especially in the marketing of the products from Lanao del Sur.

Next week, at 10 farmer leaders and several agriculture technicians from Butig town will travel to Munoz, Nueva Ecija to learn modern rice farming technology in the PhilRice Center which is headed by a Maguindanao rice breeder, Dr. Sailila Abdulla.

Judging from the poor attendance of local counterparts in yesterday's SAAD forum in Marawi City, the task to transform Lanao del Sur into a progressive agriculture and fisheries producing province is not expected to be smooth and easy.

But I believe with perseverance and determination, we will finally change the lives of the Maranaos and make the province once of the most progressive in the country.

People have always asked me why I am so daring in implementing ambitious programs like the one we are doing in Lanao del Sur now.

My stock answer has always been:

"The future belongs to the brave and the daring!"

LOOK! 14 Students Killed in Tanay Tourist Bus Tradegy!

At least 14 college students and the bus driver were killed when their tourist bus had a braking failure on a downhill road and slammed into an electric post along a curved in Barangay Sampaloc in Tanay. 

Senior Supt. Randy Peralta, Rizal police director, said the students were on board a Panda Coach bus with plate number TXS 325. They left Bestlink College of the Philippines in Novaliches, Quezon City at 6:30 a.m. and were on their way to Sacramento Adventure Camp in Tanay for medical and survival training as part of the National Service Training Program.

Around 8:50 a.m., the bus driven by Julian Lacorda Jr. smashed into an electric post and some trees along a curved road in Magnetic Hill in Barangay Sampaloc in Tanay.

Peralta said based on initial investigation, Lacorda lost control of the wheel and then lost his brakes

The bus was taking over 50 teenage students and an instructor on the trip. Ten of the victims died on the spot. Two victims died at the Rizal Provincial Hospital in Morong, while one died at the 2nd Infantry Division Army Station Hospital. 

Some of the survivors said they smelled burning rubber before the brakes of the bus apparently failed. Some students screamed in panic as the bus went out of control. 

A good Samaritan, Danny Gutierrez, who helped the victims into ambulances, said some of the survivors wept, while others suffering from broken legs and cuts were too shocked to speak.

BREAKING NEWS! Palasyo nagsalita na sa huling pasabog ni retired SPO3 Lascañas

Malacañan claimed the shocking revelations of SPO3 Lascanas regarding the existence of the dreaded Davao Death Squad was part of a plot to unseat President Duterte.

Lascañas, a former Davao City policeman, supported the earlier claims of confessed gunman Edgar Matobato that the President had organized the notorious vigilante group to kill petty criminals when he was the mayor of Davao City.

Presidential Communications Secretary Martin Andanar dismissed Lascanas’ statements as part of a “demolition job” against Mr. Duterte, who previously owned up to killing criminals.

Communications Secretary Martin Andanar claimed on Tuesday that senate reporters have allegedly received about $1,000 to cover the press conference of former Davao policeman Arturo Lascañas, Andanar made the pronouncement after Lascañas, in a press conference held at the Senate, implicated then Davao City mayor and now President Rodrigo Duterte in the Davao killings when he was still the local chief. “We have received reports that as much as $1,000 have been given for this (Lascañas’s) press con. I would not name my source but there were people who have been given such huge amount to cover this,” Andanar said 

Lascañas, who earlier debunked the claim of self-confessed hitman Edgar Matobato about the existence of the Davao Death Squad, recanted his statement and confirmed that the death squad is “real.” He also said Duterte had paid the DDS members up from P20,000 to P100,000 to kill its target.

Nahuli sa CCTV ang pagpatay sa isang lalaki sa loob ng kanyang sasakyan sa Quezon kahapon posibleng away sa parking ang pinag-ugatan.

Bago pa barilin ang biktima na si Ricky, nagpalit pa ito ng sapatos habang nakaparada ang kanyang sasakyan. Noong nakasakay na siya at nasa driver seat, sumakay din sa passenger side ang isang bata, biglang sumulpot sa likod ng sasayan ang lalaking nakapula ng damit at lumapit sa driver's side ng sasakyan ng biktima na naka baba ang bintana nito, makikita sa CCTV na biglang bumunot ng baril at ilang beses siyang pinaputukan.

Pagkatapos ng pangyayari, casual lang na tumakas papalayo ang suspect at saka sumakay ng tricycle.

Mocha Uson share her thoughts sa kanya Facebook page kung saan ikinuwento nya ang kanyang observation sa pagpunta nila sa Ilocos Norte for the Valentine show ng Mocha Girls. Ibinahagi nya sa kanyang post na kung paano sila nagulat at nakasabay nila sa eroplano si Imee Marcos na naka economy class at walang bodyguard or assistant. Aniya na napaka down to earth talaga ni Imee.
"So sino si GOV. IMEE MARCOS? Una sa lahat klaruhin ko lang po hindi po ako PRO-MARCOS. As a matter of fact I criticized BBM several times during the campaign. I am SOLID DUCAY. Pero dapat ko din aminin sa inyo na ako at aking grupo ay nagulat sa aming karanasan kay GOV.IMEE. Nakasabay namin siya sa eroplano and guess what economy lang siya at wala kasamang kahit sinong assistant or bodyguard kahit siya ay isang governor at Marcos pa.
